Master Parking and Traffic Flow Plan


Features: DESMAN was contracted to develop a comprehensive master parking and traffic flow plan for the Rockingham Memorial Hospital (RMH) located in Harrisonburg, VA. Existing parking conditions were assessed in an effort to better understand user needs as well as existing traffic and roadway conditions at the four road intersections that surround RMH.

Description: Rockingham Memorial Hospital is a 266-bed community hospital with the main campus located in Harrisonburg, Virginia. The Hospital retained DESMAN to provide consulting services in order to include traffic and parking in the hospital’s updated facilities master plan. DESMAN conducted a comprehensive review of current parking/ traffic conditions at the hospital.

The hospital’s parking system consists of 1,162 spaces, 127 of which are leased off campus spaces. On campus surveys indicated that 93% of the spaces were occupied during the peak period of use. Population and travel demographic information was obtained from the Hospital and through extensive pedestrian (over 1,000) questionnaires. Turning movement surveys were conducted at the four road intersections that surround RMH. This data was compared with the parking occupancy data and used to create parking demand factors (spaces per person) for each of the significant population groups on campus (employees, inpatients, outpatients, etc.). DESMAN then examined population growth trends and projected the future parking need and impact on traffic.

DESMAN provided restoration services on this 6 Level structure. The structure consists of cast-in-place conventionally reinforced concrete floor slabs supported by cast-in-place conventionally reinforced concrete beams and columns.
